AN UNPLEASANT WAY OF COMMUNICATING THAT IS NOT HARASSMENT

An employee in the inspection department alleges that he was subjected to psychological harassment on the part of his supervisor. He objects to the way in which she manages assignments: overstated instructions, lack of interpersonal skills, curtness of speech, lack of details regarding certain instructions. According to the arbitrator, this matter involves a serious communication problem between two people. It is true that the supervisor is curt, showing little respect for employees and little concern for their feelings at work. This is certainly not a desirable attitude but, though it is uncalled for, it is neither hostile nor vexatious. This is therefore not a case of psychological harassment.
